Headmaster has 100 load: buildings cost 10 ea, you can have 10 buildings.

A management office costs 5, put a teacher with 50 management in it, you can place 50 load under that office while only costing the headmaster 5, eventually you’ll have a tree with the headmaster managing only offices, then those offices managing more offices.
