Upgrade your focus first. After focus, the others get shifted in number to 21 before boss health OR a mix of between 21-25.

Upgrade towards the lowest number & fill in upgrades with the next lowest number until the next tier is unlocked.

IE – On the first level, upgrade number 11 until second stage of tree is unlocked. Then upgrade 12 once to allow access to third tier of tree once enough points are allocated. Backfill the lowest number first & progress towards the bottom. Always aiming for the lowest numbers location, working towards the bottom of the tree.
