Just use the Quiet PC case.

For Dust:

1. Use enclosed cabinets.
2. Use low dust floors.

Note: Either rent / buy facility with low dust % floors (can be expensive) or replace floors with anti-static carpets. This is cheaper and better, but you need Construction skill.
