You should unlock Mine blueprint automatically upon reaching Level 3.
It will then be added to the list of essential building blueprints available in each game.
Note: Mine is located in the industry tab (klin/lumber mill, etc).
If you don’t have it (the fix)
In this case, just restart the game if it’s not available in the Industry tab.
